      It’s not even that they don’t care. They think they care, but the issue is that the USA especially has cultivated a certain type of leader (whether a social leader, political leader, or business leader) who succeeds in spite of the fact that they think most rules don’t apply to them.

      They think they make the rules, and thus shouldn’t have to abide by the rules they make. They make rules to control the little people, not to control themselves. They don’t have self-control and don’t think they need it because they’ve been allowed to fail upward their whole lives, with no serious negative outcomes despite repeated instances of ignoring the rules to benefit themselves.

      They truly are rubes who don’t understand how things in the real world actually work and just think they can strongman their way through anything and everything. They genuinely don’t even understand why such rules should apply to them at all, once again, because they think that since they’re in charge, that should absolve them of following rules. “I’m the boss, why would I follow the rules?”

      Source: Every job I’ve ever had has had some variation of this guy in the upper echelons of the company, truly believing that rules couldn’t possibly apply to them simply because they are “in charge.” Anecdotal, I know, but it certainly has a strong pattern.
